Draft regulations for crisis services and other behavioral health services have been released for Coalition input. All feedback is due by November 7, 2025.
DPBH is seeking feedback from Nevada 988 Crisis Response Coalition members on new proposed regulations for crisis response programs and other mental health programs.
Background:
New regulations are needed to meet statutory requirements and to ensure that State-funded programs meet the standards in SAMHSA's National Guidelines. The regulations are being developed in two phases.
The first phase happening now covers definitions, certification, and operating regulations for a program to be certified to provide crisis response services and other services covered by the regulations. Those regulations can be downloaded at the end of this post. It is an initial draft; the State will use the Coalition’s input to inform changes prior to providing them to the general public in advance of a public workshop tentatively planned for January 2026.
The second phase will address program or service level called Criteria of the Division or Division Criteria for specific programs, such as mobile crisis teams and various types of crisis stabilization programs. Those documents are being drafted and will be provided for feedback at a later time.
Feedback Process and Timeline:
If you have questions about the regulations, they can be submitted via this link: https://www.surveymonkey.com/r/RZJ6HS7. Questions are due by Friday, October 24, 2025. The State will provide written responses to questions, and those responses will be sent to the Coalition by Friday, October 31st. This gives everyone more complete information before final comments are due.
Comments and proposed changes to the regulations must be submitted with this link: https://www.surveymonkey.com/r/3XCBJYX. The survey asks you to match your comments to the main sections of the regulations to which they apply: Definitions, Certification of Programs, Operators and Staff of Programs, and Programs. All feedback is due by Friday, November 7, 2025.
